Acuerdo No. 10-2021 — Convocatoria a Elecciones Generales 2021
Considerandos
- 1.Que el Consejo Nacional Electoral es el órgano especial, autónomo e independiente, sin relaciones de subordinación a los Poderes del Estado, creado en la Constitución de la República, con competencia exclusiva para la tutela efectiva del ejercicio electoral a fin de efectuar los actos y procedimientos administrativos y técnicos de las elecciones internas, primarias, generales, plebiscito y referéndum o consultas ciudadanas. Tiene competencia en todo el territorio nacional y su domicilio es la Capital de la República. Su integración, organización, funcionamiento, sistemas y procesos son de seguridad nacional y debe contar con una auditoría interna. Todas las autoridades están en la obligación de prestarle la cooperación y auxilio que requiera para el cumplimiento de su finalidad. Los acuerdos y resoluciones que se emitan por el Consejo Nacional Electoral en materia de su competencia, son susceptibles del recurso de apelación ante el Tribunal de Justicia Electoral, de conformidad con la ley.
- 2.Que el Consejo Nacional Electoral tiene como finalidad garantizar el respeto de los derechos políticos de los ciudadanos de elegir y ser electos, en elecciones periódicas y auténticas, realizadas por sufragio universal e igualitario y por voto directo y secreto que garantice la libre expresión de la voluntad de los electores. THELMA LETICIA NEDA JORGE ALBERTO RICO SALINAS Coordinador y Supervisor Colonia MirafIores Teléfono/Fax: Gerencia 2230-2520, 2230-1821 Administración: 2230-3026 CENTRO CÍVICO GUBERNAMENTAL administrar los procesos electorales, plebiscitos y referéndum o consultas ciudadanas; inscribir y ejercer supervisión en cuanto al cumplimiento de la ley por parte de los partidos políticos, movimientos internos, sus alianzas, candidatos y candidaturas independientes; y, brindar educación, formación y capacitación en el ámbito cívico y electoral, que permita a la ciudadanía el ejercicio pleno de sus derechos político- electorales; procurando la inclusión de todos los sectores de la sociedad en la vida democrática de la nación.
- 3.Que el artículo 211 de la Ley Electoral de Honduras manda que las elecciones generales se deben realizar el último domingo del mes de noviembre del año anterior a aquel en que finaliza el período de gobierno respectivo.
- 4.Que el Consejo Nacional Electoral en cumplimiento de la Ley Electoral y de las Organizaciones Políticas, y con base en los resultados de las elecciones primarias celebradas el domingo 14 de marzo de 2021, mediante Acuerdo No. 09-2021 publicado en el Diario Oficial La Gaceta Número 35,571, declaró electos a los candidatos que participaron y resultaron favorecidos para ocupar los cargos de elección popular de los partidos políticos Liberal, Nacional y Libertad y Refundación, Libre, en los tres niveles electivos.
- 5.Que es atribución y deber del Consejo Nacional Electoral convocar a la ciudadanía para la práctica de las elecciones generales, seis (6) meses antes de la fecha de su realización y dicha convocatoria debe ser efectuada en cadena nacional de radio y televisión.

Articulo 2
Convocar a la ciudadanía hondureña domiciliada en el extranjero, habilitada en el Censo Nacional Electoral, para ejercer el sufragio, y elegir, únicamente, mediante el voto, libre, directo y secreto, el día domingo veintiocho (28) de noviembre de dos mil veintiuno (2021), un (1) Presidente y tres (3) Designadas (os) a la Presidencia de la República. Dicha elección se realizará en el horario fijado para el territorio nacional, pero en tiempo local de la ciudad donde se realice las mismas.
Articulo 3
El presente Acuerdo entrará en vigencia a partir de esta fecha y deberá ser publicado en el Diario Oficial La Gaceta, para los efectos de ley correspondientes. Dado en la ciudad de Tegucigalpa, Municipio del Distrito Central, en el Salón de Sesiones del Consejo Nacional Electoral, a los veintisiete días del mes de mayo del año dos mil veintiuno.
